In the report given by the said inspector, it was stated that there is no center for inspectors and sergeants in the vicinity of Bab al-Halil and so it is necessary to construct a wheeled tower at this point. For the designation of the place where the tower shall be constructed, the said location was inspected. It was deemed suitable that it be constructed within the city walls aligned with the gate wall between the recently opened road and the Halil gate and thus the construction was started. However, the construction was stopped by the Major Ahmet Effendi from the Regular Army. Since it is obligatory for a center to be located in the said point, it is appropriate to send an official letter to the Jerusalem Area Commandership in order to enjoin not to hinder the construction.
