Problem regarding certificates sending: On the correspondence sent from the Kaymakamlık of Jaffa
A request was made to the Ministry of Medicine in order to send some amount of certificates in question. However, even though it was stated in the dispatch, dated 20 March 1899, sent from the Imperial Office of Vaccination that 30 volumes had been sent, when an inquiry was made to the Office of Correspondence, it was reported that the certificates did not arrive. It has been deemed necessary that when the certificates reach their destination, a sufficient amount of certificates be sent to Jaffa and a register be hold henceforward for certificates. The 30th of Mârt (1)315 (11th of April 1899).
