In accordance with the request presented by the English doctor Effendi Willey, an inspection has been made on his home next to khawâjah Bâskâl (Pascal) on the road leading =====?. It has been found that he [Willey Effendi] wants to dig a pit for sewage which will be two meters long, one meter wide and two meters deep, in front of his home leading to the carriage road. [This pit is to be done] under [the following] conditions to be built and filled up properly, not to be prominent on street surface and not to block the passage of carriages. Thereby this pit will not create any problem, and in order for this to be known as it was written above, this decision was taken on the 25th of Mârt (1)315 (6th of April 1899).
