Notwithstanding the fact that the said place is a road surplus, a room was somehow constructed there for quarantine officials. Subsequently, upon the disposal of quarantine officials in Jerusalem, it remained empty and was then transformed into a center for salt sale. Nevertheless, the land across the said room shall not belong to the Public Debts Administration. Given the fact that a room was constructed there by our council, it is clear that the said place is a road surplus and this road surplus belongs to municipal councils; hence, it is appropriate to report in reply that the Public Debts Administration has no authority to construct a building there. The 27th of Shubât (1)311 (10th of March 1896).
