Since complaints of residents and store owners about the fees of street lighting, cleaning and guarding have been multiplied, due to the changing of addresses that extremely affect fees collecting. Accordingly, it has been decided on the council level to nominate one of us: al-Hâj Bakr Effendi, Yâsîn Effendi Qatniyah, the respectable Na'ûmî Effendi, Niqûlâ Effendi and Yushû'â Effendi to do the ==?? again and to collect [the fees] accordingly starting from the month of Mârt (1)315. In order for this to be approved, this decision was taken on the 31st of Mârt (1)315 (12th of April 1899).
