Scope and content
In the place where the soldiers deployed in the gendarme station at the Bab al-Halil gate are lodging, there is a masjid and there is also a mihrap within the masjid. The shops at the Bab al-Halil gate and the restaurant were constructed by the municipality and it has been used by the municipality for a long time. In accordance with the decision, dated 10 July 1884, by the Sanjak Administrative Council, the room above the shops was constructed by the municipality and was temporarily given to the army to be allocated for the residence of the gendarme station officer. The three gendarme stations, respectively located in Bab-ı Seyyidenâ-Davûd, below the municipal restaurant and opposite the municipal hospital, were constructed in the land left over from the road construction and their cost was covered from the municipal fund. Since it is necessary that gendarme stations be located in these points for public good, these gendarme stations are temporarily used by the army on the condition that they be returned to the municipality. In case of any change in the location of these gendarme stations, these locales must naturally be returned to the municipality. 2 cisterns in front of the fortress near Bab al-Halil and the barracks, 2 cisterns in front of Damascus Gate and the barrack below, i.e., 6 cisterns in total are on the way of general roads. Although soldiers wanting to facilitate their work receive water from here due to the proximity of these cisterns, these places are in fact, on account of their location, public and under the administration of the municipality. With regard to the gendarme station in line with Bab al-Halil, it was constructed on the road going to the Al Seyyide Kamra (?) türbe and masjid, a part of the construction cost was taken from Monsieur Froiker (?) and from the owners of the nearby buildings who pleaded the opening of the said door, and the rest of the cost was covered from the municipal fund. As stated above, it is hereby presented that all of these said places belong to the municipality. The 31st of Mârt (1)315 (12th of April 1899).
