In the decree, dated 2 October 1895 and numbered 104, sent from the Ministry of Internal Affair, it was stated that, according to the provisions of the 3. and 20. articles of the new Vaccination Regulation, bureaucrats and state officials must be vaccinated, and vaccinations be repeated in every five years. Other higher officials serving in the Jerusalem governmental office have been vaccinated; hence, regarding paying attention to the fact that those in the Civil Preparatory School and prospective students be all vaccinated, it is appropriate to relegate the matter to the Education Directorate. The 23rd of Tishrîn Awwal (1)311 (4th of November 1895).
