Secret dispatch; it is desirable that new governor doesn't be a sultan's secretary. Rumours about replacing of governor Kiazim-Bey. In 1897 Tevfik-Bey was appointed governor, then Djevad-Bey and Kiazim-Bey, they were sultan's secretaries. Rumours that new governor will be chosen between secretaries. It's bad for Greek Patriarchate and Russian consulate, because secretaries are well-connected in Constantinople and have much authority in Jerusalem. It would be better to appoint in Jerusalem an ordinary official; local and central administration; influence of consulates on appointments. Sender: Russian consul general in Jerusalem A.G.
