Secret dispatch; death of Jerusalem chief rabbi Yaacob Shaul Elyashar, 2 candidates for succession: his son Haim and Yaacob Meir, supported by governor, "Alliance Israelite" and Albert-Abraham Antébi; Meir persuades Bukharian Jews to take Ottoman citizenship, it would be bad for Russia because they have many proprieties in Jerusalem.
