An imperial decree was issued following the bill presented by the Sanjak Administrative Council regarding the construction of suitable buildings over the inoperative ditches located inside and outside the Halil gate, allotment of half of the incomes of these buildings to the municipal fund in exchange for the shops demolished by the municipal office for road expansion and the other half to the military in return for the ditch. Neither the military nor the municipal fund can afford to cover the expenses necessary for the construction of buildings shown in the hereby presented map drawn up in this respect. Even though our council has examined the issue of constructing these buildings by a contractor, temporarily managing the process as such, and putting them on Dutch auction for delivery after all of them are taken, it is appropriate to relegate the matter to the Sanjak Administrative Council for negotiation and decision. The 2nd of Shubât (1)321 (15th of February 1906).
