An examination of relevant records has showed that the petitioner is a member of the election carried out to the account of the year 1312 (1896-1897). And it has been considered appropriate that Yasin Kutayna (?) Effendi be appointed instead. Hence, as stated in the mutasarrifate’s letters dated 14 June 1898 and 12 March 1898 with regard to your permission for the matter of his appointment following the oath-taking ceremony, it has been understood that substitution of a member has to be determined by using as a base the list of the election year of the substituted member. It has been considered by our council that, with regard to taking scientific measures in case of a possible occurrence of the animal disease in question, the situation must be notified to the Ottoman State as soon as possible by village mukhtars; hence, this matter must be announced by the municipal police force to all village mukhtars, cautioning them that those exhibiting a lax attitude shall be put under responsibility by violent means. Still, this matter has been presented to the Sanjak Administrative Council for negotiating the issue and taking necessary action in respect thereof. The 2nd of Huzayrân (1)314 (14th of June 1898).
