Secret account about activity of Russian consulate general in Jerusalem for December 1913; Syro-Arabians, press, editor of Jaffa newspaper "Palestine" obtained permit to continue publishing, but promised to be more loyal and not excite population, judicial authorities: official organized a strike because of overdue wages, salaries were partially paid, it was forbidden to mention thr strike in press; rumours about repressions of strikers, municipality, negotiations about tramways and water supply without result, conditions of religious and national communities, Russian institutions, Russian post.
