Secret report; Austrian Lloyd's agent Mantura with brother, local police and customs organize delivering of contraband arms (revolvers and rapid-firing guns) to Jaffa from Austrian steams, by night they send it to Jerusalem. Consul wants to know if these arms are for Catholic monasteries or for local population.
