Upon the letter given on 3 February 1906 by the Mail and Telegraph Directorate regarding the Dutch auction of the transfer fees of the mails sent from Jerusalem, Hebron and Bethlehem
The transfer fees written in this letter and in the hereby presented three Dutch auction bills were put on Dutch auction and necessary incentives were given to those concerned. However, it has been understood that if the transfer costs of mails to be sent from Bethlehem and Hebron were to be put on Dutch auction on site, a more reasonable fee could be reached. Hence, incentives shall be continued to be given herefrom; and for delivery to the Kaymakamlık of Halil and the Bethlehem Directorate of the hereby presented Dutch auction bills drawn up to make incentives to the said places, together with their attachments, and completion of the Dutch auction of the transfer fee of mails sent from Jerusalem, it is appropriate to return this letter once again to our council. The 9th of Shubât (1)321 (22nd of February 1906).
