Upon the Halil Municipal Council’s marginal note dated 5 May 1909 and numbered 16, and the petition presented on 3 May 1909 by the carriage drivers in Halil. It is stated in the above-written annotation by the Halil Municipal Council that the said tax was imposed in accordance with the letter numbered 36 and dated 29 March 1902, communicated to the Kaymakamlık of Hebron via the Mutasarrifate upon the Sanjak Administrative Council’s decision and that it continues to be taken on the basis of the telegram communicated by the Ministry of Internal Affairs on 31 March 1909. Hence, for holding a negotiation on this subject and explaining whether it is possible to continue to take the tax in question, it is appropriate to relegate the matter to the Sanjak Administrative Council. The 28th of Nîsân (1)325 (11th of May 1909).
