Upon the Sanjak Administrative Council’s decision dated 7 November 1908 and numbered 1151, taken behind the Ministry of Internal Affairs’ letter dated 22 October and numbered 147, regarding the regular carrying out of proceedings in every part of the Ottoman country, taking precautions for procuring the needs of the municipality and pre-empting complaints, and the notification of these precautions
As stated in the above-written decision by the Sanjak Administrative Council, relevant merchants have been summoned to our council for a negotiation and it has been understood that if the taxes written in the hereby presented bill are assigned to the municipality, they would be appropriate and not lead to any unjust treatment for the people. For taking due action in respect thereof, it is hereby presented together with its relevant documents. The 24th of Tishrîn Thânî (1)324 (7th of December 1908).
