In the event that they do not have their carrier licenses at their disposal, it is now prohibited that drivers of horse carriages shuttling between Jerusalem and Jaffa continue their work. In order to prevent those who do not have license when they come to Jaffa as of this date, it is appropriate to relegate the matter to the Police department. The 14th of Mayîs (1)308 (26th of May 1892).
