The municipality’s treasury has debts to collect from some people, but when they were approached to settle the debts they stalled, so it was necessary to file lawsuits against all indebted in regular courts. Therefore, it was decided to appoint one of the members, the respectable Muhammad Effendi al Qutub to represent the municipal council in all cases filed by the council or against it. In order to authorize the recommended person from the president, his Excellency, Fayd-Allah Effendi al ‘Alamî, this decision was taken on the 25th of Tishrîn Awwal (1)324 (7th of November 1908).
