Secret report; since 1901 affairs of fighting between Catholics and Orthodox are in competence of Ottoman judicial authority, before they were in governor's competence. Catholics and Orthodox are discontented, because before the status of these affairs was higher, participants of fightings were not punished as victims of religious conflicts, now they are viewed as common hooligans. Custodia, Greek Patriarchate, Italian and French consuls try to transfer these affairs to governor; judicial system. Sender: Russian consul general in Jerusalem A.G.
