It has been announced that the yearly food and fodder supplies for the imperial soldiers stationed in the sub-district (Sanjaq) of Jerusalem, Kerak and Acre are proposed for Dutch auction in accordance with the conditions upheld at the council. So, whoever wants to understand these conditions and tender should have a bond endorsed by the register of contractors or have enough money to pay a deposit. [Only then can they] contact, in person or through a mediator, the department of public supplies in Istanbul or the army headquarters, the councils of local administration or the center of the fifth imperial division. In order for this to be known, these directions were announced on the 6th of Huzayrân (1)315 (18th of June 1899).
