Grand Vizier charged governor Subhi-Bey of examination of claims in Administrative council, but he isn't competent in affairs of status-quo, Greek Patriarchate's rights, Great powers' protectorate. Arab rebels excite population against Greek Patriarchate, but their aim consists in appropriating of donations coming to Patriarchate from abroad.
