Report; on 11 July governor Ali Ekrem-Bey received from Constantinople a telegram about constitutional rule and election of 1 deputy for 50 000 habitants. On 12 July official announcement for officials and nobles, they didn't know about revolution and were shocked. Local authorities and society are indifferent, expecting for details and improvement of financial situation and administration; public opinion about politics, election.
