Some parts of the cleaning, lighting and security expenditures of the city have been allocated to shops and households; however, since some shop owners have left, with some others replacing them, and some others have changed their vocation, it has become difficult to collect the specified money. Therefore, a new survey has been made, with either a raise or a discount, depending on each one’s wealth. Among the said merchants, those who are subjects of the German states, the names of whom are written in the hereby presented bill, replied to the collector that they would not pay 336 piasters requested in accordance with the new survey. Hence, as regards the collection of the said money, it is appropriate to notify the German Consulate. The 18th of Tishrîn Thânî (1)314 (30th of November 1898).
